I want something that runs my itself that limits the maximum volume output of the laptop so that loud sections of movies and music will be quieter. can anyone suggest programs??

A limiter usually does the reverse. It compresses the loud sections and lifts the overall sound up.
What you can do is this. Unusually loud sound is annoying in the 5000 to 6000 Hz. If you’re watching movies with a software that has an equalizer, turn the 5khz to 6khz knob down. Another possible source of discomfort is the 200Hz region (bass sound). Try reducing the sound level in that frequency.
There are programs that will make your sound more even, ie limiters, in which you can adjust the final volume down. Reaper is one. This is a purely sound editor though.
